It is an adverb and it means "to make much of". It is used when you flatter or pamper someone. Its passive voice is often used to describe a person who is both famous and infamous.
Meg is talking to her mom about the youngest sister's attitude.

- Ken : Look. She has tons of followers!
見て。すごいフォロワーがいる！ - Leo : Wow. She has been to many nice restaurants, but I've never heard that she is a gourmet.
わー。沢山いい店に行っているな。でも、メグがグルメだなんて、聞いた事がない。 - Ken : I know. I think that she just wants to get people's attention.
